Parking portion of data on display while scrolling

We are designing new screens for our application and we have static data for display and new for input. The input screen uses tabs and we want to be able to take new data on the tabular screens but at the same time when there is an overflow we can scroll down. While scrolling, the static data on top remains in place.

We are using multiple frames for this design. The static data holder is one and the input screens is another. How can we achieve this on our design? Thank you for any help.
