When moving a panel, how do you make it so the elements in the panel move with it?

You should use the CSS Panel Layout Widget for this. It allows you to put other widgets within the panel, rather than on top of it.

Hi,

I tried that, how do you put widget in the panel not on top of it?
The elements still stay in place when I move the panel.

All you have to do is make sure that you're using the CSS Panel Layout Widget (not the CSS Panel Widget) ... they look the same, but they are slightly different. You can find the CSS Panel Layout under Layouts in the Visual Designer. Does this help?

Yes that works, that way I can dynamically position the panel anywhere also.
