designer toolbar not showing properly

Our designer toolbar is not showing properly since we upgraded to version 4.8 (see attached document)

This is the first time I've run across this, and I'm not sure what would cause it. Is it possible that you have custom CSS or JavaScript that might be adjusting the heights/sizes of the toolbar?

That's all I can think of, sorry.

Do you know of any steps I could take to reproduce the problem?

I did have a custom css and that was what created the issue.
