Sorry for the problems. In 4.8.4, there is a bug related to this where Layout widgets fail to show/hide when they are inside tab panels. This happens in the Designer only -- it's not a runtime problem.
We have a patch for this issue, you can contact our tech support team if you'd like to have it.
