I have the navigation panel (Menu List) configured as "Accordion", when logging
into Atrium the 1st Menu displays as opened with the remainder at the
bottom of the panel in a closed status. Is there any way to display
the Navigation panel with all Navigation Items (Menus) closed until the user
selects to open one.

The first one will always be open by default. This is due to the nature of the Accordion component which is used -- one of the panels is always open and you cannot close all of them at once.

From a situation of having the 1st panel open and as a result the remaining panels closed, I can close the 1st panel resulting in all panels being closed.

You are right on that -- I stand corrected. Regardless, there is not a way to have them all closed to begin with when using the "accordion" style. If you are using the "tree" style, all of the top-level items will appear and none of them will be expanded.
