Can we create a Rich display file in the designer and convert it to pdf file?

Profound Logic does not provide any tools for converting things to PDF.
However, if you have a 3rd party tool that converts web displays into PDF format (such as one that works as a printer driver with the 'print' function of your web browser) you may be able to make this work.
You'd have to try it out and see if it works -- I have never tried it.
