Popup Window clearing screen behind it

Hello,

I am struggling with a problem with a popup window. I copied this from an existing window that worked as expected, but for some reason this one is blanking out the screen behind it when its called.

My settings are as followed:

Assume = True
Show As Window = True

I removed the Overlay thinking that was causing a problem and it didn't do anything. Any thoughts?

I think we found the problem, it looks to be the location of where we are calling the program.
