Error implicit OPEN operation

I am having a issue daily with a universal web service call. Basically, i have scanners that call a universal PUIMAPP job. Scans come in 24/7 and usually process without any issues. However, at least once a day we get a implicit OPEN operation on the universal display file. Any idea why this would be happening and how to prevent it? I usually can dump and retry and its fine.
