Hi,
I'm trying to create a new skin in which panels are part of the start.html page, due to the fact that when programmers insert panels they don't fall into the same position. The problem I have is that elements on the screen change their position and size as the window changes in size.
1- How can I avoid this behavior?
2- How can I create a fluid css layout? (with all elements being assigned an absolute position, things get out of control.)

I'm not sure that I understand, can you explain a bit more?
Which elements are you referring to that are changing size/position? The panels you are adding? How are you adding those?
