Initial cursor position

Can the initial cursor position be set to a select-box? If not, why?
I have program which had a first editable field as a text-box. The initial cursor position would start in that field. When I change the field to a select-box, the cursor does not start in any identifiable position. Tab has to be pressed 3 times to get the cursor to appear in the select-box. Each time I press tab, nothing on the screen appears to change, indicating where the cursor/focus is. This field has a "set focus" attribute with an indicator. That indicator is not on in either scenario, and when forced on in debug, it still does not cause the cursor to initially appear in the select-box. I am on build 3.1.5

I spoke to as400man about this and we are looking into the issue. It appears to be a problem only with IE at this point.
