I have tried to use the PUISQLRPGI command to create a module but it fails because the generated RPGLE code is incorrect.
Is it valid to use PUISQLRPGI for *MODULEs?
Can PUISQLRPGI command be used to create Module?

Yes the pre-processor is intended to be used to create modules. You may have discovered a problem.
The pre-processor creates two source physical files in QTEMP called QPUILESRC and QPUILEINC.
After running the PUISQLRPGI command to create your module, can you save these two files to a save file and send them to support@profoundlogic.com ?
