Textarea Scrolling Issue

I am using a textarea with 520 characters in a subfile. Due to size limitations on my subfile two lines with approximately 60 characters on each line are being displayed on the subfile with the scroll bar showing. The textarea appears to be doing word wrapping properly. When I click on the down arrow the textarea scrolls down to line 5 skipping lines three and four of text. Any ideas on why this is happening? Is there a chance that fours lines are actually being displayed but I can only see the first two due to my size limitation?
