Do you need the refacing tool to use system commands like WRKSPLF?

To implement WRKSPLF, you will either need the refacing tool or the functionality would have to be recreated.
We have worked with customers in the past to help recreate a subset of the functionality of WRKSPLF in a much nicer interface. It used a built-in spooled file to pdf converter to display and print spooled files.
