We have a problem in our business where we have users with different screen resolutions. I know I can put % in stead of PX in positioning properties. If I put lef 50% the widget will always place in the center of the screen.

The designer assumes fixed position. My question is can the designer be put in a mode where it will automatically position fields relatively .

Unfortunately, the answer at this time is no. The default is fixed positioning. This may be something we can improve in future versions, but I can't give you a time frame currently.
