What is a 'Field Set' widget?

What is a 'Field Set' widget, and why can't I place one on a tab panel properly? By properly I mean that, no matter what I do or how I arrange things, the 'Field Set' widget is placed on every tab in the panel, not just the one I want it to go on.
I know about the requirement that the widget be entirely within that tab panel before dropping it, and to look for the 'element added to panel' message that appears when it works right. I don't get that when I place a 'Field Set' on a tab.

A Field Set Panel can contain other elements. When you move it, the other elements move with it. However, it cannot be placed within a tab panel. If you need to place a panel within a tab panel, you will have to use one of the other types of panels.

I'm really just looking for a graphic 'box' that will allow me to visually segregate data elements into 'areas'. What can I use for that? I don't see anything that is just a graphic drawing element.

Maybe taking an output field (label), clearing its value, and assigning borders to it will accomplish what you want?
