Date Formatting not working for DEC/CHAR

I am trying to format a decimal text field as a mm/dd/yy. It works for iso format but the rest it simply displays 20160119. I tried changing to an output field and I copied the field and converted it to CHAR 8. Neither work. I have also tried usa date formats (There are two options of each in the designer) neither are working for me.
