Commercial Use of Google Maps

Hello,
we had the idea to use Google Maps in our internal application. So we decided to create a button wich opens a new browser tab with the desired Google Maps link. But our lawyers say that this might be not allowed, because our websites are not public and it is an commercial use.
If this is correct i am wondering why there is a Google Maps widget in the designer. The terms of a license of Google are not clear for me. It seems to be allowed that commercial users may user Google Maps via a Google Maps Api.
What is your state of knowledge?
